Die politische Spaltung Deutschlands, die der vom Nationalsozialismus entfachte Weltkrieg hinterlassen hatte, bedeutete auch eine Spaltung des deutschen Bibliothekswesens. Das war geradezu symbolisch daran ablesbar, daß das 1884 gegründete Zentralblatt für Bibliothekswesen, dessen Erscheinen 1944 hatte eingestellt werden müssen, zwar seit 1947 wieder veröffentlicht werden konnte, nun aber ein Publikationsorgan war, dessen angestammter Verlag Harrassowitz mit dem Verlagsort Leipzig in der Ostzone lag. Wer die politischen Vorgänge mit wachem Auge betrachtete, der mußte zweifeln, ob das Zentralblatt angesichts der Verschiebung des politisch-geographischen Raumes noch lange ein neutrales Organ für ein einheitliches deutsches Bibliothekswesen sein könne.
